Maintenance Steering Group 3 (MSG-3), Maintenance Programme and Reliability Training Course
Course Introduction

Duration : 5 Days (9:00- 17:30)
This 5-day course is developed to provide a solid basis for those who manage, supervise and administer large aeroplane Maintenance Programmes.
The course is designed to enable the participants to gain the essential knowledge on the legal requirements, in both the international and Hong Kong contexts, for certification of initial and continuing airworthiness. It will also provide a historical review of the maintenance programme evolution and detailed explanation of Maintenance Steering Group (MSG-3) processes and techniques as well as all the mandatory maintenance requirements which are related to the aircraft design requirements, e.g. System Safety Assessment (SSA), Airworthiness Limitations Item(ALI), Certification Maintenance Requirements(CMR) and Critical Design Configuration Control Limitations (CDCCL) This will enable the participants to effectively manage their Maintenance Programmes.
As reliability programme is a mandatory part of any maintenance programme developed on the basis of MSG-3 process, both to measure the effectiveness of the current maintenance programme and to enable change or optimisation of such programme, as such this course will also explain in details the principal processes associated with the establishment of reliability programmes. The potential problems associated with the management, manipulation and interpretation of the reliability data are also discussed.
In order to enable the candidates to reinforce and apply what they have learned from the course, individual or group exercises will also be provided.
This course will cover the following topics:
-
Airworthiness Concept
-
International and Hong Kong standards and regulations for Initial Airworthiness (IA) and Continuing Airworthiness (CA)
-
Reliability Centred Maintenance Concept, and historical review on Maintenance Steering Group (MSG) process
-
System and Power Plant Analysis
-
Structural Analysis
-
Zonal Analysis (ZA) / Enhanced Zonal Analysis (EZA)
-
Lightning/High Intensity Radiated Fields ( L/HIRF)
-
Reliability Programmes
-
Group Exercise
Course Objectives
This 5-day course is aimed to:
-
familiarise candidates with the basic legal requirements relating to Type Certification (TC), Continuing Airworthiness (CA) and Maintenance Programme (MP) development
-
provide an overview of the maintenance programme evolution and development together with an explanation of the principles underlying the TC processes which include MSG analysis for Systems and Power Plant, Structures, Zonal, and Lightning/High Intensity Radiated Field (L/HIRF), and other design requirements, i.e. System Safety Assessment (SSA), Airworthiness Limitations Item( ALI), Certification Maintenance Requirements(CMR) and Critical Design Configuration Control Limitations (CDCCL) relating to scheduled maintenance
-
familiarise candidates with the processes associated with operator’s management of maintenance programmes including escalation/de-escalation and optimisation etc.
-
familiarise candidates with the documents necessary for the effective management of maintenance programmes including the MRB report , MPD and approved maintenance schedule (AMS)
-
familiarise candidates with the establishment of an effective reliability programme and the essential elements that should be included in such a programme

Who Should Attend
This course is suitable for aviation personnel who require an overall understanding of the legal requirements for, and the development of, MSG-3 based maintenance programme as well as the establishment of the reliability programme to evaluate the effectiveness of such programme. In particular, this programme will be useful for the following personnel:
-
Maintenance Programme Staff
-
Aircraft Maintenance Planning Engineers and/or Managers
-
Quality Assurance Staff
-
