Linken Capital Aviation Services Limited (LCAS) is a professional aviation consultancy based in Hong Kong SAR. Founded by Ir Y.K. Leung in 2015, LCAS dedicates itself to provide first-class aviation consultancy services to government authorities, aviation organisations and industry private sectors.

Ir Y.K. LEUNG

​Managing Director

       Ir Leung is an aviation veteran, with ample experience in various areas of the industry. He is the Chairman of Linken Capital Aviation Services Limited. Before joining Civil Aviation Department, Hong Kong SAR Government (CAD), he worked for the Hong Kong Aircraft Engineering Company (HAECO). He was appointed as Deputy Director-General of CAD and alternate Board Member of Airport Authority in 2004. Ir Leung after retired from CAD was appointed as President and Council member of the Capital Research Institute for General Aviation (Beijing) in 2014, INED of HAECO in 2016 and CEO of Sky Shuttle Helicopter in 2019. Also in the highlights of his aviation profile are his professional qualification as FHKIE and his experience in private flying and aircraft accident investigation.

Ir Jun AU 
Aviation Consultant

Ir Jun AU is highly experienced in aircraft maintenance and airworthiness standards with over 30 years of experiences in MRO and airlines. He is a licensed B1 engineer and quality auditor. 

Former Head of Quality Assurance; Technical Services Powerplant Manager and Line Maintenance Manager in Cathay Pacific Airways ; Head of Engineering in Air Hong Kong and other new airline start up venture.

He is qualified as Quality Assurance Manager in HKAR-21 Design Organization Approval, Production Approval, and HK Polytechnic University HKAR-147 Training Organization under Hong Kong CAD.

Jun has managed numerous aircraft activities including Safety Management System introduction, safety investigations, IOSA maintenance audit management, maintenance standards review and AD audits.

Jun is well known in Hong Kong aviation industry for his expertise in aircraft engineering and involves in aviation airworthiness training, and as speaker in universities in Hong Kong, the HK Institute of Aviation Academy for aviation topics.  He is a Fellow Member of the HKIE, former Committee member of the HKIE Aircraft Division, and participates as External Examiner for IVE Aircraft Maintenance Programme.

Mr  George CHAO

Aviation Consulant

Mr Chao started his career as an air traffic controller in Civil Aviation Department and was graduated in the College of Air Traffic Control in UK. Having progressed in the job, He was promoted to the post of Air Traffic General Manager and was also awarded the honorary position of Justice of Peace. As a part time job, Mr. Chao joined the  Royal Hong Kong Auxiliary Air Force and became Hong Kong Government Flying Services after 1997. He became a pilot and air traffic controller in the force in the rank of the Squadron Leader and took charge of the whole auxiliary unit after 1997 until retirement.

Mr Chao's association with training started in early 90s when he was appointed as the first president of the CAD Training College set up at that time. The college runs courses ranging from air traffic control, airport operations, flight standards, airworthiness standards etc. for CAD staff. The target was also to run courses for other countries.

Mr Chao's relationship with China started as early as 1970s through bi-lateral meetings (being fluent in Mandarin) and the good working relationship was maintained throughout the years. He was highly recommended by CAAC to take a position of a Chairmanship in the Asia Pacific United Nation Aviation ICAO Meeting and his report still can be seen in the Google under his name. Prior to his retirement, CAAC offered him the job as a consultant of CAAC Beijing and he took up the job until now. Presently Mr. Chao is also working as an ATC Specialist in Middle South Region of CAAC. His involvement in the airline operations began 1990 after he attended several courses in United States in Aviation Security, Dangerous goods etc. and he was then transferred to the Airport Standards Division as the Assistant Direct General to look after the standards of airport and airline operations and after 911, his team was assigned by ICAO as an audit team in the aviation security field. Other than the above, Mr Chao was the Executive Vice President Asia Pacific Region for the International Federation of Air Traffic Control Association for two terms and was also the President of the Hong Kong Airport Managers.

Captain Eric CHENG

Aviation Consultant 

Captain Eric Cheng has been an active aviation safety administrator since 1988.  He accumulated his experience as an aviation safety inspector initially and later to become an administrator to be in charge of operations standards covering ICAO Standards and Recommended Practices in Flight Crew Licensing, Air Operators Certification and Surveillance, Aircraft Accident Investigation, Dangerous Goods Transport by Air and Safety Management.  He is also a pilot with the necessary qualifications to operate aircraft ranging from a wide-body jet to a corporate business aircraft.

In the year 2000, 2003 and 2009, he led a team of professional officers to prepare the Hong Kong Civil Aviation Department (HKCAD) to be audited by a group of ICAO auditors under the Universal Safety Oversight Audit Programme (USOAP).  In all the USOAP audits that he was in charge, HKCAD obtained flying colours. 

Whilst undertaking duties of the Chief Flight Standards, he revised the “CAD 360 – Air Operators Certificates (AOC) Requirements Document” to establish the standards for application for a HK AOC.   He also revised the “CAD 54 – Requirements Document for Pilot Licences and Associated Ratings”.  In May 2010, he published the “CAD 371 – Avoidance of Fatigue in Aircrews” covering ultra long range operations to introduce the concept of physiological rest after the document was finalized by the Flight Time Limitations Working Group that he participated.

Mr. Eric Cheng is a well rounded individual who lives with passion and dedication.  When he is not glued to a computer screen, he spends time working hard to play the note on his violin right. 

He left the HKCAD in 2012 to serve the industry in formulating operations standards in airline operations and organization of business aviation.  He is currently involved in a project to support a regulatory authority to review the Flight Safety Regulations to establish the system and procedures to regulate aviation industry, prepare for the USOAP audit and introduction of the State Safety Programme.

Ir W.C. CHEUNG 

Aviation Consultant 

Ir W.C. Cheung has over 30 years’ aviation experience gained from both the airlines and MRO where he had been engaged actively in different disciplines, including technical training, supply chain management, component engineering and technical services/value engineering.

Ir Cheung joined the Technical Training School of Cathay Pacific’s Flight Operations Department as Operations Training Specialist delivering training courses on such aircraft types as Lockheed Tristar L1011, B747-200/300/400 and A330/A340 to a wide range of audience including aircraft maintenance mechanics / engineers, technical services/maintenance planning engineers and flight crew. Ir Cheung transferred to Engineering Department 9 years later where he assumed different managerial positions which were specifically responsible for cabin project management, inventory planning and component engineering for the Cathay/Dragon and Air Hong Kong fleet.

Ir Cheung was seconded to HAECO Inventory Technical Management Ltd. (HAECO ITM) , a JV between Cathay Pacific and HAECO, in Nov. 2012, where he led the Component Engineering team to, among other functions, establish the reliability programme based on the requirements of the local aviation authority, for a fleet size of over 250 aircraft. Ir Cheung retired from the position of Head of Component Engineering/HAECO ITM in Nov 2017.

Ir Cheung is a Fellow of HKIE, a Member of the Royal Aeronautical Society and a Chartered Engineer. He is also an active member of HKIE   and the Ex-Officio Member of the Training Committee. He was a Committee Member of HKIE's Aircraft Discipline Advisory Panel from August 2012 to April 2018.

Mr Alva Fung

Aviation Consultant

Mr Fung has over 30 years of experience in the aviation industry. He possessed air traffic control licences and private pilot licence in Hong Kong. During his career with the Civil Aviation Department(CAD), he worked in the area of airport obstacle protection and aircraft registry, respectively, in the role of a regulator.  He was also responsible for runway slots of the Hong Kong International Airport at some stage and organised a number of international events under the auspices of the CAD. For 3 years, he had held the post of advisor at the Chinese Representative Office on the Council of International Civil Aviation Organisation(ICAO). He is conversant with the ICAO hierarchy, formulation of standards, recommended practices, regional procedures and international conventions.

Mr Bobby LAM

Aviation Consultant

Mr Bobby Lam has 47 years working experience in aviation engineering field with 13 years in management level and 12 years engagement in aviation consultancy. He accumulated his experience in Hong Kong Aircraft Engineering Co. Ltd in the post of Base Maintenance Shift Superintend, Quality Control Manager, Manager Base Maintenance and General Manager Line Maintenance. During the period of time in HAECO, Mr Lam was members of Maintenance Review Team, TQM Steering Committee and HAECO CLK Airport Project Team.

In 2000 he joined Hong Kong Dragon Airlines Ltd as Manager Quality Assurance and then in 2004 China Rich Airways as Chief Engineer. From 2004 to now Mr Lam works as an aviation technical consultant providing consultancy service to PARC Aviation, Viva Macau, Cathay Pacific Airways, IFC, Paladin Aerospace and BBAM on aircraft delivery and acceptance.

Ir Benny LEE  
Aviation Consultant

An aviation professional specializes in Aircraft Airworthiness, Safety Management System, Quality System, Aviation Security Program and Aerodrome standards. A holder of HKAR Part 66 engineer license (AML) and a member of the Hong Kong Institute of Engineers (HKIE).

Benny has held a wide range of senior positions in the aviation industry. His career began as an apprentice in the HAECO, then qualified as an Inspector, a Licensed engineer and the senior QA surveyor in HAECO. When he joined the Royal HK auxiliary Air Force, he developed the Quality system for transformation to the HK Government Flying Services (GFS) where he retired as the head of Engineering (CAE). He then moved onto the helicopter operations in Macao and Hong Kong responsible for the AOC quality system, SMS, security and aerodrome standards.

Ir Steven C.T.  NG  
Aviation Consultant

Ir Steven Ng is a veteran with over 45 years of experience in aviation field.  He began his career in 1975, and had worked for MRO and Airlines, both in Line and Base environment, and on Boeing and Airbus aircraft types.  He joined HKCAD in 2001 in the Airworthiness Office as Senior Airworthiness Officer, and retired in 2017 in the capacity of Senior Operations Officer (Accident Investigation) of the Accident Investigation Office.  He extended his contribution in aviation by serving as the General Manager, Safety and Quality Assurance in a local MRO for a further three years.

 

Mr Ng holds professional qualification in Aircraft Maintenance issued by the CAD of Hong Kong, the CASA of Australia, and the FAA of USA.  He also holds Private Pilot Licence in Aeroplane, a Master degree in Engineering Management, and is a Fellow member of the Hong Kong Institution of Engineers.  He is a qualified ICAO Annex 13 Air Accident Investigator, and had participated in a number of aircraft accident investigations.

Mr K.S. WONG  
Aviation Consultant

Mr K.S. Wong is an experienced aviation expert specializing in Aircraft Powerplant and  Aviation Quality and Safety. In his early career, he was the Test Engineer and Design Engineer at Pratt & Whitney Aircraft of  Canada - Montreal Canada. Mr. Wong was the Technical Services   Manager of Hong Kong Aero Engines Services and Hong Kong Aircraft Engineering Company for over twenty years. He worked as the Senior Operation Officer (Airworthiness) at CAD Flight    Standard Division for 6 years. After his retirement form CAD, Mr. Wong joined   Fortuna Jet   Aviation Co. Ltd, Macau as the Quality & Safety Manager.

Ir L.F. WU
Aviation Consultant

Ir Wu specialises in the provision of NDT consultancy services and training to a wide range of leading industrial corporations and government entities in Hong Kong.   He started his aviation career in the early 1970’s and spent 30 years at Hong Kong Aircraft Engineering Co. Ltd. (HAECO). He held numerous positions within HAECO and was a senior engineer and NDT specialist since 1985. 
Ir Wu also has extensive experience in China, and was previously the Nominated Level 3 personnel for Guangzhou Aircraft Maintenance Engineering Company Limited (GAMECO) and Shenyang-based aviation repair service provider, SYNOR-A. Leveraging on his experience and expertise, Ir. Wu performed and supervised the major NDT inspections at these companies.
Ir. Wu expanded his career beyond the aviation sector and joined CASTCO Testing Centre Ltd. in 2000 as Director of NDT and Welding Services. He later joined Qualitech Testing and Consultancy Ltd. in 2007 as Director for NDT, DT and Welding Services.
Ir. Wu is a Technical Assessor for NDT at the Hong Kong Accreditation Services (HKAS) since 2000 and is a member of its Accreditation Advisory Board since 2014. He is also a Fellow of the Hong Kong Institution of Engineers and has liaised closely with The Welding Institute of UK (TWI) on training matters in his prior experience.

Ir Johnny YEE GDSM
Aviation Consultant

Ir Yee has more than 40 years of experience in aircraft engineering. He joined the Hong Kong Aircraft Engineering Co. Ltd. (HAECO) in 1978. Before leaving HAECO and joining the government in 1990, he was the line maintenance engineer qualified with B737, B747, B757, and L1011 aircraft type licenses. During his career in HK Government Flying Service (GFS), he accumulated his major maintenance experience in helicopters (S76, Blackhawk, EC155, Superpuma L2, EC175) and business jet (Super King Air, Jetstream 41 and Challenger 605). He was the senior engineer holding HKAR-66 B1.1, B1.2, and B1.3 AML type license to manage both line and major aircraft engineering activities. Besides aircraft maintenance, Ir Yee is also a compliance verification engineer under the HKAR – 21 system. He established the GFS Design Office in 2016 and was appointed as the Head of Design Organization. He was retired from his position as Chief Aircraft Engineer in 2018. After his retirement, he signed a part-time contract with GFS to act as senior airworthiness specialist to oversight the Design Office and HKAR-183 section.

 

Besides serving in GFS, Ir Yee is a part-time Lecturer teaching master's degrees at HK University of Science & Technology and appointed by Technological & Higher Education Institute of HK (Thei) as External Examiner for the aircraft engineering degree program. In the area of professional service, Ir Yee is the Specialist appointed by HKCAAVQ since 2014. He was the Chairman of Aircraft Discipline of HK Institute of Engineers from 2018 to 2020.

Ir Yee was awarded the "Medal for Distinguished Service" by Hong Kong SAR Government in 2017.

Ir Tonny YUEN

Ir Yuen graduated from Far East Flying Training School who has spent his last 49+ years in the Aviation Industry, HAECO, HAESL and TEXL. Setting up new facilities and various processing lines in Hong Kong and in Mainland China. Established the quality system and acquired necessary Regulatory approvals, for these companies, to support their operations and provide essential trainings. Appointed as the HAECO Group Company lead auditor overseeing the performance of all companies, promote continuous improvement and standardization. Shared the auditing skills and knowledge with auditors from all Group companies.

 

Tonny has been appointed by the OEM as the worldwide technical support including on-site trouble-shooting and rectification; RR approved auditor in South China Region; major event investigator. Tonny has also been approved as the qualified Quality Manager by the TCCA and accepted to be as the Human Factors trainer by the Regulatory Authorities. Invited to be as the guest speaker in some Airworthiness Trainings, keynote speaker in MTR – HK etc. Delivered and shared his experience regarding the necessity for the quality system and safety management approach.
